Confeccionando Territorios
Funcionarios Públicos como Catalizadores de Identidad

Resumen
Este artículo explora cómo el trabajo técnico y las decisiones burocráticas de funcionarios públicos en la primera línea de implementación de programas de desarrollo estatales intervienen en la generación y reformulación de categorías identitarias y territoriales. La ejecución de una metodología participativa en base a la generación de ‘mapas parlantes’ llevada a cabo por los funcionarios a cargo del Programa de Desarrollo Territorial Indígena (PDTI) en la isla Quehui, en el archipiélago de Chiloé, gatilló que uno de los grupos de usuarios que participaba en la actividad reforzara su deseo de formar una junta de vecinos que representara sus propios intereses. Este ejemplo etnográfico permite ilustrar cómo el Estado descentralizado interfiere en la arena política local al utilizar categorías identitarias y un enfoque topográfico, en desmedro de uno topológico, que no presta atención a la porosidad y permeabilidad de las fronteras territoriales.Descargas
