Cities, mobility and social inclusion: elements for an agenda in Brazil

Abstract

Cities are a privileged space for human creation and a concentration space for social and economic activities. However, it is in the cities that unmistakable manifestations of inequality and social exclusion occur, deepened in Brazil by the bad mobility conditions of socially vulnerable populations. With this in mind, the article presents a public policy agenda that allows improving urban mobility, having as reference the Sustainable Development Goals, for Brazilian cities. This agenda has a structure established by the central role of the State in the formulation and implementation of public policies. It highlights the need for integrated planning between land use and transport on a metropolitan scale. Furthermore, the agenda emphasizes the training of human resources to act in the supervisory bodies, the financing of public research articulating universities and societal organizations, the use of digital platforms for the integrated management of transport networks and information to the population and social participation in the perspective of building citizenship.
