Abstract

Globalization stimulates financial flows and international trade as the full expression of changes in the production and distribution of goods and services. The production model that a country develops allows it to be integrated into "global value chains" as a way of organizing production and exchange on world markets. Maritime and river transport plays a leading role, moving through ports, demanding facilities and new areas with the capacity to integrate transformation activities and services to foreign trade. Rosario was one of the first and most important ports to grow with the city, becoming a benchmark for grain exports during the national agro-export phase. Today, it is the nucleus of a port region structured around the agro-industrial chain (with a focus on soybeans) with more than 30 shipping terminals and large processing and storage facilities. Despite of development achieved, potential growth is conditioned in its trajectory; several components need to be reviewed and acted to establish strategies and policy guidelines for the sector.
