Abstract

This paper examines a cultural policy involving the construction of a cultural center by the then National Secretary of Culture in the largest slum of the city of Buenos Aires. Employing an ethnographic approach, we aim to account for the complexity of social connections that enabled and shaped this state-led initiative, along with the perspectives of individuals involved in the process or who assessed it as beneficiaries. The research offers a fresh perspective on the role of the State in implementing a cultural public policy to alleviate the conditions of marginalization in a low-income neighborhood.
